Guidelines for maintaining our neighbourhood's quality and character.

OVERVIEW

The Royalwood Neighbourhood Association is committed to maintaining a safe, attractive, and welcoming community for all residents. These guidelines help ensure our neighbourhood remains a desirable place to live. Compliance with these standards strengthens community relationships and property values.


1. LAWN & PROPERTY MAINTENANCE

1.1 Lawn Care

  • Maintain grass at a reasonable height (generally 4–10 cm during growing season)
  • Mow lawns regularly during spring and summer months
  • Remove weeds and dead grass
  • Water lawns appropriately (check City watering restrictions in summer)

1.2 Trees, Shrubs & Landscaping

  • Keep trees and shrubs trimmed and healthy
  • Remove dead branches and trees promptly
  • Trim branches overhanging sidewalks and streets for pedestrian safety
  • Remove invasive species when possible
  • Keep landscaping beds maintained

1.3 Flower Beds & Gardens

  • Keep flower beds neat and free of excessive weeds
  • Maintain garden plots regularly
  • Use raised beds or designated garden spaces if growing vegetables
  • Be mindful of neighbouring properties when planting

1.4 Property Appearance

  • Keep fences in good condition (repair broken panels, paint as needed)
  • Remove graffiti promptly (contact City 311 if on city property)
  • Clear clutter from yards and patios
  • Maintain front entrance and walkways
  • Keep windows clean and free of excessive clutter visible from street

1.5 Property Cleanliness

  • Regularly rake leaves and clear debris
  • Keep driveways clean and free of oil stains
  • Remove yard waste promptly
  • Don’t store items in yards (except designated garbage/recycling carts)
  • Keep flower boxes and planters attractive

2. NOISE & SOUND

2.1 Noise Bylaws

City of Winnipeg bylaws regulate excessive noise. Residents must avoid:

  • Loud music or audio after 10:00 PM or before 7:00 AM on weekdays
  • Loud music or audio after 11:00 PM on weekends
  • Excessive amplification at outdoor gatherings
  • Continuous hammering or loud construction work during restricted hours

2.2 Quiet Hours

Courtesy quiet hours (not legally required but expected):

  • 10:00 PM – 7:00 AM on weekdays
  • 11:00 PM – 8:00 AM on weekends

Respect these hours for:

  • Home renovations and repairs
  • Loud power tools
  • Lawn mowing
  • Vehicle maintenance
  • Social gatherings

2.3 Reporting Noise Violations

  • Contact the non-emergency police line: 911 (urgent) or 204-986-6222 (non-urgent)
  • Call 311 for noise bylaw violations (non-emergency)
  • Provide: Time, date, nature of noise, and address
  • Remain respectful with neighbours before escalating to authorities

3. PARKING & VEHICLES

3.1 Street Parking Standards

  • Don’t park in no-parking zones (fire hydrants, driveways, corners)
  • Follow the 72-hour street parking limit (see Parking Rules guide)
  • Keep vehicles in good mechanical condition
  • Don’t leave inoperable vehicles abandoned
  • Keep license plates current and visible
  • Avoid parking across driveways or blocking access

3.2 Vehicle Maintenance

  • Don’t perform major repairs in driveways or streets
  • Minimize oil leaks by using drip pans
  • Dispose of oil and fluids properly (hazardous waste depot)
  • Keep loud mufflers in good condition

3.3 Commercial Vehicles

  • Limit commercial vehicle parking in residential areas
  • Contractors: Park on your property when possible
  • Keep delivery and service vehicles brief
  • Clean up any material tracked onto streets

3.4 RVs & Large Vehicles

  • Check City bylaws for RV parking restrictions in residential neighbourhoods
  • Coordinate with neighbours if parking extended vehicles
  • Minimize visual impact by screening with landscaping if possible

4. PETS & ANIMALS

4.1 Dogs

  • Leash laws: Dogs must be on a leash in public spaces (parks, sidewalks, streets)
  • Keep your property securely fenced if dogs roam freely
  • Pick up pet waste immediately when walking
  • Report dangerous dogs to 311 or Winnipeg Police
  • Ensure current pet licenses and vaccinations
  • Prevent excessive barking (see Noise section above)

4.2 Cats

  • Keep cats on your own property
  • Responsible outdoor cat management prevents territorial conflicts
  • Encourage indoor housing or supervised outdoor access
  • Pick up outdoor cat waste from neighbouring properties if possible

4.3 Other Animals

  • Prevent escape of exotic pets
  • Keep caged animals humanely housed
  • Don’t raise livestock in residential areas (City bylaw)
  • Wild animal issues: Call 311

4.4 Animal Safety & Welfare

  • Never leave pets in hot vehicles
  • Ensure pets have access to food, water, and shelter
  • Report animal abuse or neglect to Winnipeg Animal Services (204-986-6666) or police

5. SNOW REMOVAL

5.1 Sidewalk Clearing

  • Clear snow and ice from sidewalks adjacent to your property within 48 hours of snowfall
  • Use salt or sand for ice safety
  • Remove snow to pathways (don’t push into streets)

5.2 Driveway Snow Removal

  • Clear snow from driveways to maintain vehicular access
  • Push snow onto your own property, not into streets or neighbours’ properties
  • Be aware of snow route parking restrictions (see Parking Rules)

5.3 Street Snow Removal

  • The City clears streets and removes snow
  • Residents should not push snow into streets
  • Don’t block street snow plows or City work
  • Remove vehicles from snow routes during operations (typically November–March)

5.4 Accessibility Considerations

  • Ensure sidewalk paths are fully cleared for wheelchair and walker access
  • Avoid creating ice rinks on sidewalks
  • Be considerate of elderly and disabled neighbours

6. FIREWORKS & CELEBRATIONS

  • Only certain fireworks are legal in Manitoba
  • Permitted fireworks are primarily Category 1 & 2 (small consumer fireworks)
  • Professional displays require municipal permits and professional operators

6.2 Responsible Use

  • Use fireworks only on Victoria Day, Canada Day, Labour Day, and New Year’s Eve
  • Finish by 11:00 PM (local courtesy)
  • Keep fireworks away from homes, dry grass, and trees
  • Maintain a fire extinguisher nearby
  • Never point fireworks at people or animals
  • Clean up debris immediately after use

6.3 Prohibited Fireworks

  • Cherry bombs, M-80s, and large explosives are illegal
  • Firecrackers and other dangerous items are prohibited
  • Never create homemade fireworks

6.4 Reporting Illegal Fireworks

  • Contact Winnipeg Police non-emergency: 204-986-6222
  • Provide date, time, and approximate location

7. EXTERIOR MODIFICATIONS & CONSTRUCTION

7.1 Renovations & Maintenance

  • Obtain required City permits before major exterior work
  • Provide advance notice to immediate neighbours
  • Schedule work during reasonable daytime hours
  • Keep work sites clean
  • Remove construction debris promptly
  • Restore landscaping after completion

7.2 Fencing

  • Check City bylaws for height limits and setback requirements
  • Obtain required permits before installation
  • Maintain fences in good condition
  • Ensure fence doesn’t impede sight lines or block neighbours’ views excessively

7.3 Additions & Structures

  • Garages, sheds, and additions may require permits and inspections
  • Ensure additions comply with City setback requirements
  • Don’t significantly alter neighbourhood character
  • Maintain adequate green space

7.4 Signage

  • Residential signs must comply with City bylaw (typically one sign per property)
  • Temporary signs (election, open house) are allowed for limited periods
  • Large or commercial signs may not be permitted in residential areas

8. REFUSE & RECYCLING MANAGEMENT

8.1 Garbage Storage

  • Keep garbage carts out of sight when not in use (store in garage, shed, or behind fence)
  • Place carts at curb only on collection day morning
  • Remove carts from curb by evening on collection day
  • Ensure carts don’t spill waste into streets

8.2 Bulk Items

  • Schedule bulk pickup through 311 for large items
  • Don’t leave bulk items on curb without scheduling pickup
  • Keep items contained and neat

8.3 Junk & Clutter

  • Don’t accumulate excessive junk in yards
  • Store items in garages or sheds when possible
  • Clean up regularly to maintain property appearance
  • Donate or dispose of unwanted items properly

9. WATER & LANDSCAPING CONSERVATION

9.1 Water Conservation

  • Follow City of Winnipeg watering restrictions (typically June–September)
  • Water lawns during early morning or evening
  • Install drip irrigation or soaker hoses to reduce waste
  • Fix leaky outdoor faucets promptly

9.2 Ecological Landscaping

  • Consider native plantings and drought-tolerant species
  • Reduce lawn size if feasible (increase garden beds and mulch areas)
  • Avoid chemical pesticides and herbicides near waterways
  • Mulch leaves instead of bagging

10. OUTDOOR GATHERINGS & EVENTS

10.1 Social Gatherings

  • Invite neighbours to your outdoor gatherings
  • Keep music and noise at reasonable levels
  • Ensure adequate parking for guests (don’t impede neighbours)
  • Clean up immediately after events
  • Finish festivities by 11:00 PM

10.2 Parties & Celebrations

  • Give neighbours advance notice of large gatherings
  • Provide parking guidance to guests
  • Manage pet access and noise
  • Remove decorations within reasonable timeframe after event
  • Dispose of waste properly

11. GRAFFITI & VANDALISM

11.1 Reporting Graffiti

  • Call 311 to report graffiti on public property or City-owned buildings
  • Contact your insurance for damage to your property
  • Take photos for documentation and claims

11.2 Removing Graffiti

  • Remove graffiti promptly from your property to discourage further vandalism
  • Use appropriate removal methods (don’t damage property)
  • Report repeat graffiti to police (may indicate gang activity)

11.3 Prevention

  • Install proper outdoor lighting
  • Trim shrubs to eliminate hiding spots
  • Maintain properties to discourage vandalism
  • Report suspicious activity to police

12. LIGHT POLLUTION & OUTDOOR LIGHTING

12.1 Outdoor Lighting Guidelines

  • Use motion-activated lights for security (reduces constant lighting)
  • Direct lights downward to avoid glare into neighbours’ windows
  • Use warm-colour LED bulbs (amber/warm white) rather than harsh white
  • Turn off unnecessary lights during late evening hours
  • Avoid excessive holiday lighting that disturbs neighbours

12.2 Decorative & Holiday Lighting

  • Lights should complement, not dominate, the neighbourhood aesthetic
  • Remove excessive seasonal decorations by reasonable dates (e.g., January 10 for Christmas)
  • Keep lights in good working order (no broken fixtures)

13. DISPUTE RESOLUTION

13.1 Communication

  • Approach conflicts with neighbours respectfully
  • Discuss issues directly when safe and appropriate
  • Explain your perspective calmly
  • Be willing to listen to their concerns

13.2 Finding Solutions

  • Propose compromises that benefit both parties
  • Document conversations and agreements
  • Follow through on commitments
  • Seek win-win outcomes

13.3 Mediation & Escalation

  • Contact the RNA Board if you need mediation assistance
  • Involve City authorities only if necessary (311, police, municipal enforcement)
  • Remain respectful throughout resolution process
  • Focus on the issue, not personal attacks
  • Consult a lawyer if legal matters arise
  • Municipal issues may go through City administrative process
  • Keep records and documentation of all interactions

14.2 How to Report

  • Provide specific details: date, time, location, description
  • Be factual and objective
  • Include photos or documentation if relevant
  • Remain calm and professional

15. COMMUNITY INVOLVEMENT

15.1 Getting Involved

  • Attend RNA meetings and events
  • Volunteer for community initiatives
  • Participate in neighbourhood cleanups
  • Support local businesses and organizations
  • Welcome new neighbours

15.2 Building Community

  • Organize or attend block parties
  • Create neighbourhood watch groups
  • Support community gardens or parks
  • Coordinate with neighbours on shared concerns
